ABORIGINAL CULTURAL HERITAGE ASSESSMENT: INVITATION TO REGISTER (SINGLETON WASTE MANAGEMENT FACILITY EXPANSION) GHD On behalf of the Singleton Council (the proponent), GHD Pty Ltd (heritage consultants) is commencing Aboriginal community consultation as part of an Aboriginal Cultural Heritage Assessment (ACHA) for the Singleton Waste Management Facility (WMF) expansion (the proposal). The proposal is located at 53 Dyrring Road, Fern Gully, NSW, 2330 within the Singleton LGA. The area subject to assessment is shown on Figure 1. Singleton Council currently operates the WMF under EPL 5927 and Development Consent DA 82/2003. The proposal design is in development, but the revised landform is expected to provide approximately 1.1 million m3 of additional landfill capacity above the current estimated remaining capacity of the site. At current filling rates, this would be equivalent to about 57 years of additional landfill life. The EIS will include design details and a confirmed site layout. Construction works for the proposed site expansion (once approved) is anticipated to be carried out approximately sometime between 2030-2035. The proposal will involve: Extension of the landfill Relocation and/or expansion of leachate and surface water management infrastructure Regrading and capping of the eastern portion of the site Staged filling of landfill cells Stockpiling of site-won materials A revised final landform design Progressive covering, capping and rehabilitation of landfill cells The proposal is deemed regionally significant development and is to be determined by the Hunter and Central Coast Regional Planning Panel under the Environmental Planning and Assessment Act 1979. GHD invites Aboriginal people who hold cultural knowledge relevant to determining the significance of Aboriginal objects and/or places in the proposed study area to register an interest in a process of community consultation. The purpose of this community consultation with Aboriginal people is to assist the proposed applicant in the preparation of an Environmental Impact Statement (EIS) and to aid in the preparation of an ACHA Report in accordance with the NSW National Parks and Wildlife Act 1974. Community consultation is being undertaken to assist the assessment of cultural significance within the study area. This notification is made in accordance with Section 4.1.2 of the Aboriginal cultural heritage requirements for proponents 2010. Please note that when you register an interest in this project your details will be forwarded to Heritage NSW and the Wonnarua Local Aboriginal Land Council, unless you specify that you would not like your details released. If you would like to participate in consultation for this project, please forward registrations to GHD no later than 22 August 2025 via the contact details below.
